|Mahama constitutes new Boards for TOR, NCA and NPRA

The President John Dramani Mahama has constituted new Board of Directors for the Tema Oil Refinery (TOR), National Communications Authority (NCA) and the National Pensions Regulatory Authority (NPRA).
Below is a full list of the names and qualifications of all the new Members of the Boards:
Tema Oil Refinery
Eric Okai- Board Chairman
Eric Okai is a banking consultant who provides consultancy services for both foreign and local banks. He worked as a non-executive Director for Ghana Commercial Bank between 1990 and 2002. Okai was a funding Chairman of NDK Financial Services from 1992- 1994. He was the executive Director of Ghana Libya Arab Holding Company from 1996 to 2004. In 2008, he was a banking consultant to Banque Sahelo Sahariene Pour Linvertissement et le Commerce.Okai. Okai is the owner and the executive chairman of Akaiko farms and meat processing company limited.
Ato Ampiah- Member
Ampiah is a Mechanical Engineer by profession. He was an industrial manager with extensive technical and management competences to his credit. At GHAMOT Ltd, now Toyota Ghana, he served as managing director. Ampiah exhibited his competencies in restructuring and making profit for the company. He served as two time president of the Ghana Employers Association and the Ghana Chamber of Commerce. He is a fellow of the Chartered Institute of Marketing. He serves on a number of Boards including the Ghana Investment Promotion Center.
National Communications Authority (NCA)
Mr William Mathew Tevie
A seasoned ICT specialist is the Director-General of the National Information Technology Agency. He joined the NCA Board of Directors on the 27th of August 2009 and has since Chaired the Board’s Sub-Committee on Research.
He is also a member of the Board’s Sub-Committees on Operations, Finance & Audit and Project Management.
From 1988 to 2004, Mr. Tevie held various positions in Network Computer Systems (N.C.S) Limited, retiring as a Deputy Director, Systems/Chief Technical Officer.
He holds a Bachelor of Science Degree in Computer Science and a Diploma in Data Processing from Kwame Nkrumah University of Science and Technology, Kumasi.
Mrs. Rita Sraha - Member>
RITA is a non-executive director on the NCA Board of Directors since 27th August 2009. She is a member of the Board’s Sub-Committee on management and chairs the Sub-Committee on Finance and Agric.
As a Partner and Head of the Business Consulting (BC) Division of Kwame Asante and Associates, Rita brings a wealth of business audit and financial management experience to the Board.
Mrs. Sraha’s experience spans a number of projects including being the financial Expert for the Review Committee set up in 2009 for the Vodafone/GT sale and purchase Transaction. (Accounting Options) and a Master’s Degree in Business Administration, (Accounting Option) from the University Of Ghana, legon and a CIMA Diploma.
He is the Executive Secretary of the National Media Commission. He is a Lawyer and a journalist. George has considerable experience working on media policy across Africa.
He worked with the Media Foundation for West Africa as Coordinator for Publications where he took part in developing and implementing advocacy programmes with Press Unions, Journalists’ Associations and media regulatory bodies in the sub region.
He managed the Foundation’s bi-lingual media and human rights magazine, Zongo-Giwa and served as a Correspondent of the New York based World Press Review International.
He is a member of the International Press Institute, the Ghana Journalists’ Association and the Ghana Bar Association.
Mr Paarock Vanpercy - Member/Director General
Paarock Asuman VanPercy assumed office as the Director-General of the National Communications Authority (NCA) since 1st June, 2010 and by virtue of this position, sits on the NCA Board as an executive director.
Mr. VanPercy comes to NCA from a career in Investment Banking with over 26 years experience in investment Banking, Corporate Management and Administration. Mr. VanPercy’s experience spans a number of prominent local and international Organizations including Commonwealth Development Corporation, Unilever Ghana Limited, Merchant Bank (GH) Limited, AfriCapital Associates, Afri-Invest Management Co. Limited and Hacker Young Chartered Accountants (UK) among others.
Mr. VanPercy is a fellow of the Institute of Chartered Accountants in England and Wales and holds Bachelor of Arts with Honors in Philosophy from the University of Ghana, Legon.
Mrs Rahmata Issahaq-Pelpuo - Ag. Secretary
Mrs. Rahmata Issahaq-Pelpuo has over eleven years experience in Corporate Legal Practice. Mrs. Pelpuo joined the Authority from International Commercial Bank Limited, where she served as the Head of Legal Department and Company Secretary for almost nine years. She has also served in similar capacity with Sikaman Savings & Loans Company Ltd (Now ProCredit) for two years after serving as the in-house Legal Consultant for the Promoters of Sikaman Savings & Loans Company. She is a member of the Ghana Bar Association.
Mrs. Pelpuo holds a Bachelor of Law Degree (LLB) and an Executive MBA in Human Resource Management from the University of Ghana, Legon.
Nana Mprah Besemuna III – Member
Nana Mprah Besemuna lllis the president of the Krachi Traditional Coucil and the Krachiwura (paramount Chief) of Krachie Traditional Area. He served in the Ghana Police Service as a commissioner of Police. He joined the Board of Directors of Tema Oil Refinery (TOR) Limited in 2009.
Kiapewura Wali Yahaya- Member
Kiapewura Wali Yahaya is the managing Director of Bolex Limited. He served in the Ghana Police Service as an inspector of Police in 1964. He was also the senior Plant protection Supervisor at VALCO. He is currently a member of the Board of Directors at Tema Oil Refinery Limited.
E.M Commodore- Mensah- Member
E.M Commodore- Mensah is a business and the retailer in charge of Kotoka International Airport (KIA) Shell service station. He served as General Manager at Namedru Poultry Farms and Pomadze Poultry Enterprise. He was the PNDC Deputy Secretary for Agriculture Livestock. Commodore- Mensah served the Africa Cup Planning Committee as chairman till 2001. Presently, he is the chairman of the board of directors of Accra hearts of Oak. He also a Board member of Tema Oil Refinery (TOR) Limited.
Osabarimba Kwesi Atta- Member
Osabarimba Kwesi Atta is a Chartered Accountant by profession and was an investigating Accountant with the Internal Revenue Service from 1963-1965. Between 1972 and 1982, Osabarimba was an audit Senior Partner with Deloitte & Touche. At Mankoadze Fisheries limited, he was the chief Internal Auditor from 1983 to 1985.
He was an administrator at Wayss & Freytag from 1985 to 2005. He is a fellow with the Association of Chartered Certified Accountant and a member of the Institute of Chartered Accountants, Ghana. Osabarimba kwesi Atta is currently the Paramount Chief of Cape Coast and the President of Oguaa Traditional Council. He is on the board of Tema Oil Refinery (TOR) Limited as a member.
Elizabeth Ofosu- Adjare- Member
Mrs Elizabeth Ofosu- Adjare is a legal practitioner at the Holy Chambers in Kumasi. She is a board member of Atwima Mponua Rural Bank and a schedule officer with SSNIT recovery from 2009 to date. She is a member of the advisory Board of Young Professional and the Youth Coalition Initiative. Mrs Adjare is a member of the Legal Aid Board of SSNIT National Council for Women and Development in Sunyani. She is a member of the board of Directors at Tema Oil Refinery (TOR) Limited.
Alhaji Awud Ariff Abubakar- Member
Alhaji Awud is a business man and has held several political positions including the Deputy National Organizer, NDC. He is the Assemblyman at Kumasi Metropolitan Assembly and an opinion leader for Zongo in the Ashanti region. He is currently one of the board members at Tema Oil Refinery (TOR) Limited.
National Pension Regulatory Authority(NPRA)
Mr Asante Eric Kwame
He holds a Bachelor’s Degree in Administration (Accounting Option); a Masters in Business Administration (MBA) and is a Chartered Accountant.
He is the Managing Partner of Kwame Asante & Associates, a firm of Chartered Accountants and Management Consultants, and has extensive experience in the design, implementation and evaluation of integrated financial and management systems.
Currently Mr. Asante is the Chairman of the National Pensions Regulatory Authority (NPRA).
He is also the Chairman of Orphanage International Ministries (OIM) and the Vice Chairman of the Public Procurement Authority (PPA). He is a member of the Admissions Committee, Professional Accountants/Auditors Committee, ICA Accountancy Village Project Committee and the Admissions Committee of the Institute of Chartered Accountants.
He is a Member of the Institute of Chartered Accountants (ICA) Ghana and Ghana Association of Consultants (GAC). He is also an external examiner at the Kwame Nkrumah University of Science and Technology (KNUST) Business School.
Mr. Asante has also served as Chairman and Vice Chairman respectively on various National Committees and Boards including the Petroleum Sector Reform Committee, the Government of Ghana Team for the Renegotiation of VALCO Agreements, Member of the Energy Sector Reform Committee; Cocoa Sector Reform Task Force; Crude Oil Tender Board; Tema Oil Refinery Board; Ghana National Trading Corporation Board; Volta River Authority Board; and Ashanti Goldfields Corporation Board.
He has worked as an Expert in Organisational Design and methods at the Mercantile Bank of Iran and Holland, and as a lecturer at the University of Ghana, Legon and rising to the position of Head of Accounting Unit of the School of Administration (now University of Ghana Business School) in Legon.
He also lectured at the Ghana Stock Exchange for a number of years and has been a Resource Person of Financial Issues for seminars on negotiating Investments and Joint Venture Agreements with Trans National Corporations.
Mr Asante's special interests are works of charity, watching movies, counseling and mentoring professionals.
Dr Thomas Ango Bediako
Dr Thomas Ango Bediako is an Educationist and Trade Unionist. He holds a Teachers Certificate ‘A’ from the Akropong Presbyterian Training College and a Masters in Social Science and Diploma in Labour Studies from the Institute of Social Studies, the Hague, Netherlands.
Dr. Bediako serves on the Board of National Pensions Regulatory Authority (NPRA), he is also the Chairman of Pan- African Teachers Centre, Lome, Togo and a member of the Ghana Education Service Council.
He was the Chairman of the Pension Reform Implementation Committee (PRIC) and the Presidential Commission on Pensions (PCP) and former General Secretary of Ghana National Teachers Association (GNAT).
He was a member of the Board of Bank of Ghana and member of Constituent Assemblies for the drafting of the Ghana’s Constitution.
He was also a former Executive member of Organisation of Africa Trade Union and former Coordinator Education International.
Dr. Bediako was a founding member and Secretary- General of All African Teachers Organization and contributed to the Unity and Development of National Teachers Organization in Africa including Ghana, South Africa, Tanzania, Togo, Zimbabwe, Malawi, Uganda and Cote D’ Ivoire.
Dr. Bediako is currently an Educationist and Labour Consultant.
Mr Kofi Otutu Adu Larbi
He is an Advisor in the Governor’s Secretariat, Bank of Ghana. He graduated with LLB (Hons) at the University of Ghana, Legon in 1973. He continued to the Ghana School of Law where he obtained Professional Certificate in Law in 1975.
Having worked a while, in July, 1978, Mr Adu Labi continued his education at Georgetown University Law Centre, Washington DC and obtained a Certificate in Investment Negotiations and later continued to the University of Bradford School of Management, UK where he obtained his MBA.
He joined SSB Ltd. (now SG-SSB Ltd) in 1976 as a pioneer staff becoming Head of Legal, Secretary to the Board and finally General Manager. In 2000, he took an appointment as the Director of Human Resource at the Bank of Ghana and from 2003-2007, he was the Director, Administrative Matters and Projects Co-ordination. He has since January 2008 been Advisor to the Governor of the Bank of Ghana in charge of special projects co-ordination.
In addition to serving on the National Pensions Regulatory Authority (NPRA) Board, he is a Commissioner of the Securities and Exchange Commission and a Trustee of the Presbyterian Church of Ghana National Educational Foundation.
Mr Samuel Anang Ababio
Mr Samuel Anang Ababio had his Secondary Education at Accra Academy.He started working at Public Works Department from 1953-1961 and at Labour Department from 1961-64.
He worked at the Ministry of Pensions and National Insurance as Senior Labour Inspector and rose through the ranks to become a Secretary to the Advisory Board of the Social Security Scheme in 1968.
He was permanently transferred to Social Security and Insurance Trust (SSNIT) in 1973 after the establishment of the Trust in 1972.
He began working at Ghana Government Pensioners Association as a Local Secretary in 1986 and rose through the ranks to become National Deputy Secretary in 1999.
Mr. Ababio has undertaken technology and development courses at Kumasi College of Technology, now University of Science and Technology (KNUST), Ghana Institute of Management and Public Administration (GIMPA) and Management Development and Productivity Institute (MDPI).
Currently, he is the Chief Executive Officer (CEO) and also serves as the National Secretary at the Ghana Government Pensioners Association and a member of the Board of National Pensions Regulatory Authority (NPRA).
Mr. Ababio is a Bible Translator, Marriage Counselor and an Author. He is married with five children.
Dr Yaw Baah
Dr Yaw Baah is a trade Unionist and a lecturer. He is the Deputy Secretary- General of Ghana Trades Union Congress (TUC).
Dr. Yaw Baah holds a PhD in Economics from University of Sussex, Brighton, UK.
He holds an MSc in Financial Economics, Norwegian School of Management, Oslo, Norway and BA (Honors) in Economics from the University of Ghana, Legon.
He has a Diploma in Training Policy Analysis from ILO International Training Centre, Turin, Italy and a Diploma in Trade Unions and Privatization from International Institute for Labor and Cooperative Studies, Tel Aviv, Israel. He also has a Certificate in Labor Market Policy from World Bank Institute, Washington D.C, USA.
Dr. Yaw Baah is a part-time Lecturer in Post-graduate Labor Studies at the Institute for Development Studies, University of Cape Coast, Ghana.
He was the Head of Policy & Research Department at the Ghana Trades Union Congress from 1997 to 2008.
Apart from being a member of the Board of National Pensions Regulatory Authority (NPRA), he also serves as a member on the Statistical Service Board. He is also a member of the Presidential Committee on Emoluments and member of the National Tripartite Committee.
Mr Sarfo Prempeh
Worked at Nestlé Ghana as the Financial Accountant in 1984 and held several Finance and Treasury positions till early 2001. Currently he is the Head of Human Resources & Corporate Affairs of Nestlé Ghana since 2001.
He holds a first Degree in Business Studies from Middlesex University and a Masters in Accounting & Finance from London School of Economics both in the United Kingdom.
He also worked with the Burton Group, U.K. as Accounting Specialist before re-locating to Ghana to join Volta River Authority (VRA) as Finance Officer in 1982.
Apart from serving on the Board of National Pensions Regulatory Authority (NPRA), he also serves on the following Boards; such as:- Nestlé Ghana Limited, BUSAC Fund of DANIDA, Economic Planning Management Advisory Board of the University of Ghana, Legon, National Tripartite Committee, Ministry of Employment and the Ghana Employers Association Council.
Dr Josiah Aryeh
Attended Achimota School and proceeded to the University Of Ghana Law School where he obtained his LLB and called to the Ghana Bar in 1983.
He continued his education at the London School of Economics and Political Science and obtained his LLM and PhD from the University of London. He is a Private Law Practitioner.
Dr. Josiah Aryeh has written six books to his credit and scores of articles.
He is a Member of the Board of National Pensions Regulatory Authority.
Currently, he lectures at the Faculty of Law at the University of Ghana, Legon .
Hon Ebo Barton Odro
Hon Ebo Barton Odro is a Deputy Minister of Ministry of Justice and Attorney General’s Department and Member of Parliament (MP) for Cape Coast.
He obtained his ‘O’ and ‘A’ Level Certificates at the Mfantsipim School and proceeded to the University of Ghana, where he obtained a Bachelor of Arts degree in English and Philosophy in 1975.
He then entered Ghana School of Law where he obtained Qualifying Certificate in Law and Barrister -At- Law and Solicitor at the Supreme Court of Ghana in 1979.
Hon. Barton Odro has taught in a number of Secondary Schools including Mfantsiman Secondary and Labone Secondary Schools.
He was a Private Law practitioner and as a Head of Barton and Partners “ARAPRA” Chambers, Cape Coast from 1986-2008.
Apart from serving as a Board member of the National Pensions Regulatory Authority Board, he is also a member of Public Procurement Authority Board, Legal Service Board, Police Service Council, Prison Service Council, Judicial Service Council, Council for Legal Reporting Board, Board of Directors, Oguaaman Development Company Limited and Bewadze Salt Industry Board.
He has also served on the Board of Superannuation Scheme, University of Cape Coast, National Investment Bank, Governing Council, Cape Coast Polytechnic, and number of School Boards including, Holy Child School, Mfantsipim School and Aggrey Memorial School.
He is currently the Vice President of Asian-African Legal Consultative Organization (AALCO).
Mr Adu Anane Antwi
He is a Chartered Accountant and a Lawyer. He is the Director-General of the Securities and Exchange Commission (SEC). He studied at the University of Ghana for his BSc. Administration and MBA degrees and qualified as a Chartered Accountant with the Institute of Chartered Accountants, Ghana.
He also holds a Barrister-at-Law Certificate from the Ghana School of Law. Until his current appointment, he was in private business as the Founder and Chief Executive Officer of Finlaw Consult., a firm of Financial Consultants and Investment Lawyers, and a Partner in A & A Associates, a firm of Chartered Accountants.
Prior to his private business life he worked as the Director of Corporate Finance & Investment Management at SEC, also as the Director of Investment & Fund Management at the National Health Insurance Authority and as Acting Director of Finance at GNPA Limited.
Between 1992 and 2011 he served as an Adjunct Lecturer at the Ghana School of Law, Central University College, GIMPA, and National Banking College. He was also an Instructor for the Ghana Stock Exchange’s Securities Courses and a Resource Person for the West African Institute for Economic and Financial Management (WAIFEM), Nigeria.
Currently he serves on the Boards of the Graphic Communications Group Limited, the State Enterprises Audit Corporation and the University College of Management Studies.
He also serves on the Financial Stability Board, Regional Consultative Group for Sub-Saharan Africa, the Financial Sector Consultative Committee, the Long Term Savings Committee and the National Bond Market Committee; among other financial market committees in Ghana.
